Notice to Investors
 

The Hsinchu Science Park (the "Park") was established pursuant to the Act for Establishment and Administration of Science Parks, aiming at fostering a superior investment environment conducive to national high-tech industry development and formation of regional industry clusters. The Hsinchu Science Park governs five satellite parks at present, with a total land area of 1,342 hectares, where the Hsinchu Park occupies 653 hectares, focusing on development of semiconductor and optoelectronics industries, the Jhunan Park occupies 123 hectares, focusing on development of optoelectronics and biotechnology industries, the Longtan Park occupies 107 hectares, focusing on development of optoelectronics and solar industries, the Tongluo Park occupies 350 hectares, focusing on SiP, clean energy, and knowledge-based telecom industries, the Hsinchu Biomedical Science Park occupies 38 hectares, focusing on development of biotech industries, and the newly-developed Yilan Park, which is the first science park located in east Taiwan, occupies 71 hectares, focusing on development of knowledge-based services and innovation-based digital content industries.

To balance regional economic development as well as to meet demands of technology industries in southern Taiwan, the Ministry of Science and Technology (NSC) of the Executive Yuan established the Southern Taiwan Science Park in Tainan and Kaohsiung regions, with a total land area of 1,613 hectares focusing on development of semiconductor, optoelectronics, and biotech industries. To compliment industrial needs in central Taiwan, Taichung, Houli, Huwei, Erlin, and Zhongxing sites were chosen as bases of the Central Taiwan Science Park, occupying a total area of 1,677 hectares. Main industries in the Central Taiwan Science Park are semiconductor and optoelectronics industries.

The idea of the first science park in Taiwan was implemented in Hsinchu because there are two surrounding engineering-based universities, namely Chiao Tung University and Tsing Hua University, and an applicational technology R&D organization, i.e. Industrial Technology Research Institute, which provide the Park crucial technology supports and brilliant human resources in technology innovation. Besides supports of academic sectors, the government also established a number of national labs at the Hsinchu Science Park, e.g. National Center for High-performance Computing, National Space Organization, National Chip Implementation Center, National Nano Device Laboratories, Instrument Technology Research Center, National Health Research Institute, Animal Technology Institute Taiwan, and National Synchrotron Radiation Research Center. These research centers and labs cooperate closely with Park industries in technology innovation and talent cultivation.

Mission of the Hsinchu Science Park aims at encouraging technology innovation and manufacture of high technology industrial products. Thus, the government offers Park enterprises multiple incentives and highly efficient administrative services, in order to provide a quality investment environment and thereby facilitate advancement of science and technology industries.

This written notice (also available on website) helps investors in figuring out operation procedures for factory establishment and a wide variety of benefits and preferences bestowed. Contents of this book correspond to the current rules and relevant procedures. Relevant details are subjected to be amended because of law alternation. Investors are also advised to acquire knowledge of relevant decrees set by the government.
