The Industry and Incubation Center is one of the three key developments of Hsinchu Biomedical Science Park that underwent 10 years of planning and was opened in the morning on December 16, 2014. President Ma Ying-jeou, Vice Minister Chen Ter shing of Ministry of Science and Technology, Deputy Minister Bill Shih-Chao Cho of Ministry of Economic Affairs, Deputy Minister Ming-neng Hsu of Ministry of Health and Welfare, Hsinchu County Mayor Ching-chun Chiu, Hsinchu Science Park bureau Director General Chi Hsiang Tu, and about 200 representatives from the domestic industries, government, academia, and research organization, were invited to jointly witness the critical moment of Hsinchu Biomedical Science Park.

President Ma Ying-jeou mentioned in his speech that the biomedical industry is the star industry of the 21^st century and also the highlight of industry development stressed by many countries. Currently the biomedical industry has created an output of NTD276.9 billion in Taiwan with an investment reaching NTD45.8 billion. The investment is projected to grow to NTD50 billion by next year. The Executive Yuan of Taiwan has started the promotion since 1996 and the amount of investment from the private sectors has exceeded NTD45.8 billion in 2013, up 6% when compared with 2012. Hence, the Executive Yuan re-approved the industry innovation project in 2013 in attempt to accomplish NTD50 billion in investments by 2015. Hsinchu Biomedical Science Park is the key strength approved by the biomedical industry strategies.

   The Ministry of Economic Affairs sets up topic in “Biomedical Incubation and Sustainable Growth” to explain the definition of Hsinchu Biomedical Science Park Incubation Center in the high-end medical devices and new drug R&D core field. The Center will foster small to medium biomedical enterprises with commercialization or business, using corporate vigor and organizational flexibility to advocate a stable development of the industries, thereby drawing attention from international investors for investment and cooperation. Moreover, the center will assist suppliers to connect with medium to large enterprises by promoting business matching opportunities and enhancing Taiwan’s vitality in biomedical industry development. The promotion of the three frameworks for restoration, consolidation and incubation is projected to accomplish NTD19,460 billion in national manufacturing industry output by 2020.

    The three major projects of Hsinchu Biomedical Science Park consists of the “Park Hospital” established by the Ministry of Health and Welfare, the “Biotechnology and Product R&D Center” established by the Ministry of Science and Technology, and the “Industry & Incubation Center” established by the Ministry of Economic Affairs. In particular, the Incubation Center plays the counseling role to small and medium enterprises while the three centers jointly collaborate to become the key interaction platform for the industry, government, research, and medical agencies. These centers also integrate the upstream, midstream and downstream industries to form a biomedical cluster. Currently there are 33 companies approved  in the park (including 4 existing Hsinchu Science Park companies). The private sector increases investment amount by nearly NTD10 billion, the industry cluster eventually reveals and thereby expands the scale of Taiwan’s biomedical industries. Additionally, the National Taiwan University Hospital is in charge of the construction and operation of the Biomedical Park Hospital, which will be completed by 2018 to become a large hospital with more than 700 beds. Apart from driving the clinical translation research for Hsinchu Biomedical Science Park, the hospital will brings hopes to cure and prevent diseases.
